The secession of Ukraine, long second only to Russia in economic and political power, ended any realistic chance of Gorbachev keeping the Soviet Union together even on a limited scale. This was seen by some as a concession to local Party officials, who feared they would be swept from power in a wave of anti-establishment sentiment.On October 25, 1989, the Supreme Soviet voted to eliminate special seats for the Communist Party and other official organizations in national and local elections, responding to sharp popular criticism that such reserved slots were undemocratic. Though a Communist Party member for much of his life, he eventually came to believe in both democratic and free market reforms, and played an instrumental role in the collapse of the Soviet Union. His successors created a dictatorship that favored highly ranked military officials and politicians over the general populace.
When the Soviet Union ceased to exist, however, there were suddenly many confident explanations of its denouement.
